What the drawing shows

The top row reads in order: how many requests were raised, how many wait for the project manager, how many for the consultant, and how many are done. A number that swells at one station is a bottleneck with a name and an owner, not a general complaint that “approvals are slow”.

The columns compare what came in with what went out each day. When the hatched column keeps standing above the solid one, the open backlog is growing — the number that comes weeks before a delay.

Each request type has its own route — contractor to consultant, on to the owner when the project requires it, and back — and its own six permissions: create, send, receive, close, update and delete.

Automatic numbering for each request type, with its attachments, signatures and stamps kept with it.
A full record: who opened it, who returned it, when, and how long it sat with each party.
A final PDF of every request, and the whole register exported to Excel.
